These are voices obtained from an online platform or marketplace that provides access to voice models, AI-generated voices or pre-recorded voices which can be accessed by anyone.

You can either upload a voice sample to create a custom voice, or use Text‑to‑Speech synthesis to describe the voice you want in detail. Once you’re done, publish it to the marketplace to make it available to all users.
